Elizabeth Fox-Solomon: Biography

Elizabeth Fox-Solomon

Interim Director, DC Office of Human Rights

Elizabeth Fox-Solomon (she/her) is the Interim Director of the Office of Human Rights (OHR), having served as General Counsel since 2025. A dedicated civil rights advocate and public servant, Elizabeth brings deep expertise in employment law, strategic leadership, and social justice. Over the past decade, Elizabeth served in multiple roles at the U.S. Equal Employment Opportunity Commission (EEOC), including chief of staff, attorney advisor, and trial attorney. In her most recent role as chief of staff, she provided high-level guidance on legal, policy, and operational issues, helping steer the agency’s work on litigation strategy, regulatory proposals, and oversight matters.

Elizabeth began her career in private practice, focusing on labor and employment litigation in federal and state courts. She then served as principal law clerk to a New York State appeals court judge, gaining valuable insights into judicial decision-making and appellate advocacy. As an EEOC trial attorney, Elizabeth led landmark cases that secured millions in damages and catalyzed systemic change. Her work as lead counsel in a religious discrimination case against UPS resulted in $4.9 million in damages and nationwide policy reforms. She also contributed to the trial team in a successful age discrimination suit against Texas Roadhouse, which settled for $12 million.

A graduate of the University at Buffalo Law School, where she earned her J.D. summa cum laude, Elizabeth also holds a B.A. summa cum laude from SUNY Buffalo. She remains actively engaged in her legal and local community, participating in the Women’s Bar Association of the District of Columbia, volunteering for the Johns Hopkins Below the Belt Stride and Thrive 5k, and coaching law student teams in trial advocacy competitions.
