Equal Employment Opportunity (EEO) in District Government Contracts
The District of Columbia Government is committed to ensuring equal employment opportunity (EEO) in all contracts by and with the DC Government.
Contractors and subcontractors performing under DC Government contracts for goods and services, including construction contracts, must comply with EEO requirements.
The Office of Human Rights (OHR) establishes and enforces standards and procedures to ensure equal employment opportunity in DC government contracts. This page provides guidance and instructions for DC government agency employees who are the point of contact (POC) for handling contracts. If you are a contractor, please consult your agency POC. Please note that this process only applies to construction contracts over $25,000 and non-construction contracts over $10,000.
Submitting EEO Forms:
Contractors must complete the following two documents when seeking EEO approval. These documents have been combined into one package and can be downloaded here (updated January 29, 2026):
- Notice of Compliance with Equal Employment Opportunity (EEO) Requirements: The notice should be on company letterhead and include the company’s name, address, and phone number. The notice must also include the correct contract, bid, or solicitation number.
- EEO Policy Commitment: The policy commitment should be on company letterhead that includes the company’s name, address, and phone number

Submission Guidelines
When submitting EEO documents via email, please include the following in the body of the email for each submission (up to 10 submissions per email):
- Contractor name
- Contract/solicitation/bid number (this must match the number in the EEO forms you are submitting).
- Contract Amount
- Indicate if the contract is a construction or non-construction contract
Responses are typically provided within 5-7 business days from receipt, but times may vary.
Common Mistakes:
Avoid delays in review time by checking for these issues:

| Incorrect or missing contract/bid/solicitation numbers | Ensure the numbers match in all documents and the email body |
| Missing company letterhead | Make sure EEO forms use official letterhead with name, address, and phone |
| Submissions sent by vendor | Only the agency point of contact (POC) may submit documents to OHR |
| Email body errors | Include contract type (construction or non-construction) and ensure contract/bid/solicitation number matches EEO forms |
If revisions are required for any of the documents, resend all required documents in one PDF and not just the revised document.
