Attorney-Drafted Charges Pilot Program


The re-launch of its Attorney-Drafted Charges Pilot Program was designed to streamline the filing process for discrimination cases at OHR. This initiative allowed attorneys to file charges on behalf of their clients, helping to reduce intake processing times and address the growing demand for timely justice. Originally running from July 15, 2024, to December 31, 2024,  and extended for a 60-day window until March 3, 2025, the program sought valuable feedback from stakeholders, including the Council of the District of Columbia, local bar associations, and community advocacy groups, to ensure its effectiveness.

January 2026 Update: OHR is currently in the process of updating its guidance to establish a permanent Attorney-Drafted Charges program after receiving positive feedback from attorneys and community organizations regarding the pilot program. The new guidance will be tailored for use by both attorney and non-attorney representatives appearing before OHR. In the interim representatives may continue to submit attorney-drafted charges to OHR using the pilot program guidance linked below, until updated guidance is published in the coming months.
